国务院报告的2025年中央和地方预算执行情况：（一）全国一般公共预算收入216045亿元，为预算的98.3%，加上调入资金及使用结转结余，收入总量为231799亿元；支出287395亿元，完成预算的96.8%，加上补充中央预算稳定调节基金，支出总量为288399亿元；收支总量相抵，全国财政赤字56600亿元，与预算持平。（二）全国政府性基金预算收入57704亿元，为预算的92.3%，加上2024年结转收入、超长期特别国债收入、中央金融机构注资特别国债收入、地方政府专项债务收入，收入总量为120089亿元；支出112874亿元，完成预算的90.4%。收支执行数与预算数相差较多，主要是地方国有土地使用权出让收入下降并相应减少支出安排。（三）全国国有资本经营预算收入8547亿元，为预算的135.1%；支出2647亿元，完成预算的93.8%，调入一般公共预算5741亿元。（四）全国社会保险基金预算收入126034亿元，为预算的101.3%；支出111414亿元，完成预算的98.3%；本年收支结余14620亿元，年末滚存结余159563亿元。2025年末，国债余额412318亿元，地方政府一般债务余额175120亿元、专项债务余额373110亿元，都控制在全国人大批准的债务限额以内。预算草案中对有关预算执行情况作了说明。
