1993年3月，李锡铭同志当选为第八届全国人大常委会副委员长，同月起任第八届全国人大常委会党组成员。他积极承担全国人大及其常委会的立法、监督、视察、考察、对外交往和其他工作，直接领导和参加了妇女权益保障法、关于深入开展法制宣传教育的决议、关于加强社会治安综合治理的决定等法律实施情况的监督检查，深入基层、调查研究，提出建设性意见和建议，有力促进了有关法律的有效实施，为改善我国法制环境、推进社会主义经济建设和民主法制建设作出了重要贡献。1998年3月，李锡铭同志从领导岗位上退下来以后，仍然关心我国改革开放和社会主义现代化建设事业。他经常深入基层调查研究，广泛听取各方面的意见和建议。病重期间，仍念念不忘党和国家大事，体现了共产党人生命不息、奋斗不止的高尚情操。
